| Abstract | The rapid development of Artificial Intelligence (AI) is transforming the way governments design policies, deliver public services, and make administrative and political decisions. While AI offers significant opportunities to improve efficiency, transparency, public participation, and evidence-based governance, its increasing use in democratic institutions also raises important concerns regarding human rights, accountability, equality, and political participation. This paper examines the role of AI in democratic governance, focusing on both its potential benefits and the challenges associated with its implementation. It explores how algorithmic decision-making, automated systems, data-driven governance, and AI-based political communication may influence democratic processes and citizens’ rights. Particular attention is given to concerns related to algorithmic bias, privacy, misinformation, lack of transparency, digital inequality, and the accountability of AI-assisted decisions. The study argues that the responsible and ethical use of AI is essential for ensuring that technological advancement strengthens rather than undermines democratic values. It further emphasizes the importance of appropriate legal and institutional frameworks, transparency, human oversight, and inclusive digital policies, particularly in Low- and Middle-Income Countries (LMICs). By examining the relationship between AI, governance, democracy, and human rights, the paper highlights the need for a balanced approach that promotes technological innovation while safeguarding democratic participation, the rule of law, and fundamental rights. |
