The Effect of Labour Force Participation on the Economy and Budget: A Comparison

Abstract This comparative analysis examines the impact of changes in the labour force participation rate (LFPR) on macroeconomic performance and fiscal stability. A high participation rate contributes to economic growth by expanding the available workforce, leading to increased output, individual earnings, and overall productivity. Conversely, a low participation rate hinders gross domestic product (GDP) growth. A strong connection to the workforce has budgetary impacts, as it enhances government tax revenues and reduces public spending on social safety nets and welfare programs. On the other hand, lower participation rates can worsen budget deficits by decreasing tax income and increasing assistance expenditures. Global panel studies, including those analyzing multi-decade data from the International Labour Organization, demonstrate that labour force participation positively influences fiscal health in both developing and developed countries. However, the extent of this impact varies based on factors such as capital accumulation, demographics, and technological advancements.
