Governing Cloud-First Transformation: A Framework for Adoption and Risk Mitigation in the Public Sector

| Abstract | Public-sector organizations worldwide are accelerating toward cloud-first strategies, yet many remain caught between aspiration and execution. Despite deploying mature platforms such as Oracle Cloud ERP and SCM, transformation initiatives frequently stall not because of technology limitations, but due to unresolved human resistance, fragmented governance, and unmanaged operational risk. Drawing on consulting experience and supported by practitioner literature from KPMG, IBM, TechTarget, and Oracle’s Cloud Adoption Framework (CAF), this paper introduces a dual-lens framework that treats adoption enablement and risk mitigation as inseparable dimensions of modernization. Through an integrated governance and change model, the study demonstrates how transparency, disciplined oversight, and data - integrity together form the foundation for sustainable public-sector cloud adoption. The proposed framework offers practical guidance for leaders seeking to move beyond deployment toward enduring institutional transformation. |
