Government Policies and Retail Sector Development in Bihar: Implications for Regional Economic Growth

| Abstract | Retail sector development is increasingly recognized as a strategic driver of economic growth, employment generation, and market integration in developing economies. In India, government policies have played a decisive role in shaping the structure, growth, and modernization of the retail sector. Bihar, despite its historical challenges of low industrialization and infrastructural deficits, has witnessed notable transformation in retail activity due to policy reforms, digital initiatives, and institutional support mechanisms. The present study examines the role of government policies in fostering retail sector development in Bihar and analyses their implications for regional economic growth. Using secondary data from government reports, economic surveys, policy documents, and academic literature, the study evaluates the impact of retail-related policies on employment creation, MSME development, market accessibility, and consumer welfare. The findings indicate that policy interventions related to MSMEs, digital payments, ease of doing business, infrastructure development, and formalization of trade have significantly strengthened retail marketing in Bihar. However, implementation gaps, digital divides, and infrastructural constraints continue to limit the sector’s full potential. The study concludes that coherent policy execution, skill development, and digital integration can further accelerate retail-led economic growth in Bihar. |
