Abstract	This paper proposes a secure and efficient access control system for outsourced Personal Health Records (PHRs) using Ciphertext-Policy Attribute-Based Encryption (CP-ABE) and Proxy Re-Encryption (PRE). The system enables fine-grained, flexible access control and supports lightweight policy updates with full traceability via policy versioning. Performance evaluations demonstrate the practicality of the approach in real healthcare scenarios.
